The Queensland Government is seeking Proposals for a Native Timber Action Plan which is considering the future of native forest harvesting in Queensland. Part of this commitment is the Native Timber Advisory Panel which consists of a range of stakeholders. The outcomes of this work will present an independent and credible analysis of possible changes to the hardwood sawmilling sector in Queensland.
DAF is seeking to understand the impacts on hardwood sawmilling businesses under a range of scenarios based on possible variations in timber supply from state and private land associated with changes to government policy and other key factors. Scenarios will be based on a limited amount of available data for each of the 45 sawmills including employment, throughput volumes, species mix, type of products, and supply zone. A range of anecdotal information about each sawmill’s operations is also available
To deliver an optimal outcome, an initial piece of work needs to be undertaken followed by a secondary piece using the outcome from the first. As such it is proposed to undertake two separate procurement activities. Stage 1 (released to market in October 2021) is seeking a Supplier to develop and analyse up to ten timber supply scenarios. This will be followed by stage 2 which will seeking a Supplier (to be released after the completion of stage 1) to develop an economic model to allow DAF to better understand the economic impacts of timber supply constraints on hardwood sawmilling businesses. Depending on the competitive offers received, the same Supplier may be engaged for both pieces of work
