Nelly Bay Harbour, since its completion in 2003, has been controlled as a partnership arrangement (under the NBH Operational Plan) between TMR, Townsville City Council (TCC), the Great Barrier Reef Marine Park Authority & the QLD Department of Environment. TCC have carried out works before and under the arrangement was determined as the supplier.
