Queensland Museum Collection Verification, Valuation and Revaluation 2012-2013

The purpose of this invitation was to seek offers from a suitably qualified and experienced valuer and statistical analyst to assist Queensland Museum with the verification and valuation of its’ collections.

Queensland Museum sought to appoint the Successful Offeror in December 2012 for commencement of Services upon award of the Contract, with subsequent Deliverables to commence on 7 January 2013.

QM expects the Successful Offeror is a skilled and competent professional in the particular fields relevant to the Services, and that they will perform the Services to the standard of skill, care and diligence expected of a skilled and competent professional practising in the particular fields relevant to the Services.


Objective / Scope
*  QM seeks to engage the Successful Offeror for the period from the contract award date until the Friday, 28 June 2013 or if earlier the completion of the Deliverables.
*  The project scope involves the collections of QM as required to be held, as defined in the Queensland Museum Act 1970.
*  The Deliverables should be completed by the timelines set in the project plan approved by the Customer.
*  The Successful Offeror will complete the Deliverables with some support from QM as indicated.
*  The Successful Offeror will be required to examine previous reports and how the previous methodology was founded and applied. All information on the previous valuation will be made available to the Successful Offeror.

The Successful Offeror will possess the following minimum knowledge and skills:
*  Ability to engage key stakeholders within the public museum sector;
*  Ability to plan and manage projects competently to ensure delivery of Services within required timeframes;
*  Knowledge of the pertinent valuation and statistical methodologies required to complete the Deliverables;
*  Prior experience preferably working with museum / cultural collections or similar collections; and
*  Ability to effectively document outcomes in a structured report easily understood by relevant stakeholders.

Deliverables
The Successful Offeror will be required to:
(a) Acceptable Operational Project Plan clearly defining resource expectations;
(b) Project reporting on status and risk of milestones achievement within project;
(c) Work with QM to complete a revaluation of the collection to the satisfaction of the auditors;
(d) Provide a satisfactory statistical verification of the collection as to its existence and substance.
(e) Provide a report on the valuation methodology that can be used in the future years;
(f) Value the collection by types (as valuer or applying accounting valid methods).
(g) Provide a report on the valuation of the collection including how the statistical sampling achieved a satisfied valuation of the collection;
(h) Manage remedial valuation issues in a timely manner that does not affect the delivery of the milestones in the timeframe prescribed.

The contract estimated value includes an estimated component of $14,850.00 including GST for reimbursable travel expenses.<br /><br />The offer accepted was submitted by the AVO (a commercial business unit of the Australian Taxation Office - Commonwealth Government) therefore a Memorandum of Understanding Subsidiary Agreement (MOUSA) now defines the provision for these services (the contract which would have been formed under the tender issued Invitation to Offer and its Conditions of Contract is now replaced by the MOUSA).<br /><br />In accordance with the agency procurement guidelines, quotes were requested from 3 genuine suppliers, however, only 2 offers were received.
