Image Digitisation Services
The State Library of Queensland (SLQ) sought to appoint an external contractor to provide image digitisation services through an ICT Standing Offer Arrangement (SOA) for a period of 3 years (with no options to extend), to supplement the State Library’s in-house digitisation capacity ensuring it meets its image digitisation annual target of collection materials.
Scanned images are to be provided in the specified image types and transferred to SLQ via SFTP.
Due to the nature of the collection materials for processing (one-off items which are not replaceable), the contractor was required to have suitable manual handling processing techniques and the required skills, experience and technology. With the anticipated expenditure value under the SOA being low, the appropriate procurement pathway for SLQ was to seek offers through a limited tender process, and that only one panel member should be appointed under the SOA to ensure they received adequate work under the arrangement. Therefore it invited offers from five local suppliers whom it felt had the appropriate skills, experience and technology for processing of such collection materials.
Collection materials would be such items as; negatives, 35mm slides, transparencies, photographs, glass plate negatives, microfiche, microfilm, and any other materials of heritage / historical value.
