Contractor Services to Develop a Retrofit Program Audit and Inspection Plan
Under QWC Water Restrictions, non-residential premises in the SEQ region with an actual annual metered water consumption of more than 1megalitre (ML)/year but less than 10ML/year are required to retrofit the premises with water efficient fittings (Retrofit Program).
The Retrofit Program, requires that the approximately 8,300 businesses in the Retrofit category conduct an audit of the premises, install water efficient taps, toilets, showerheads and appliances by 31 March 2008 and lodge satisfactory documentary evidence (to Councils). Compliance with the Retrofit Program is demonstrated by submitting either: • a certificate from a licensed plumber; or • a statutory declaration sworn by, or on behalf of, the Customer declaring that the premises is fully compliant.
Water Service Providers (WSPs) must undertake customer audits or premises inspection for the Retrofit Program and provide the Commission with the results of the Audits and Inspections. The key performance target for the conduct of audits and inspections by WSPs for the Retrofit Program is 20% of premises annually (approximately 1,660 per annum).
At the end of 2009, 60% (approximately 5,000) retrofit premises are yet to be inspected with the Retrofit Audit and Inspection Program (at 20% inspections per annum) scheduled to be completed by 31 December 2012.
QWC requires the services of a suitably qualified Contractor to develop a comprehensive audit and inspection plan for the QWC Retrofit Program in accordance with the following Terms of Reference (TOR).
