11337-PC Principal Consultant, Eagle Farm Upgrade, Eagle Farm Racecourse, Ascot

Racing Queensland (RQ) in conjunction with the Brisbane Racing Club Inc. (BRC), is upgrading the thoroughbred racing and training facilities at Eagle Farm Racecourse located at 230 Lancaster Road, Ascot, as a part of the Industry Infrastructure Strategy (IIS).

This Tender is subject to the execution of a Funding Deed for Eagle Farm Racecourse between the State acting through the Department of National Parks, Recreation, Sport and Racing and Racing Queensland.

This Tender relates to the Principle Consultant services for the project procurement and delivery of new course proper construction, training track upgrades, infield access (tunnels), storm water upgrades, water storage improvements, irrigation systems, and other associated infrastructure at the Eagle Farm Racecourse.

Course Proper Reconstruction and Infield Works

The Brisbane Racing Club (BRC) is the largest thoroughbred racing club in Queensland operating the two (2) metropolitan race tracks in Brisbane, being Eagle Farm and Doomben Racecourses, and conducts 98 race meetings, hosting more than 200,000 patrons each year.

The Eagle Farm Racecourse is recognised nationally as Queensland’s premier racing facility and is the highest revenue generator for the industry delivering approximately 25% of thoroughbred wagering revenue annually, with the BRC generating approximately 48% of thoroughbred wagering revenue annually for the State.

The existing track surface has deteriorated significantly in recent years. The need to overhaul the Eagle Farm course proper has been well discussed in the racing industry and beyond as the track shows its age after more than 149 years of racing.  The primary driver for the Eagle Farm Racecourse track upgrade is to establish an all-weather, turf course proper to provide a consistent racing surface in all conditions to support metropolitan racing and to assist RQ to deliver wagering turnover growth and industry revenue.

The proposed upgrade to Eagle Farm has been designed to utilize existing infrastructure where possible, with the track improvements to focus on reshaping earthworks to achieve suitable cross fall and the inclusion of a sand reinforced profile with drainage layer to service the turf course proper.

The proposed scope of works identified for Eagle Farm have been developed to significantly improve the course proper racing surface and performance, address workplace health and safety, to facilitate improvements to ongoing training and racing, and to minimise ongoing maintenance costs to the Club.

During the proposed track reconstruction, the BRC and RQ are proposing additional upgrade works to enable access to the infield in line with the overall Master Plan for Eagle Farm and Doomben Precincts to accommodate improved racing and training facilities.

The construction of a vehicle tunnel from the Nudgee Road frontage and a pedestrian tunnel to service the Eagle Farm public facilities are planned to provide future infield car parking for 1,000 vehicles along with provision for future new on-course stabling to replace the existing temporary stabling and to allow commencement of Master Plan works.

The Project has primary elements including:

  1. Track Component including course proper reconstruction

Infield Component including bulk/civil works, vehicle and pedestrian tunnels
