Engagement of a consultant for a Project Director and/or commercial and financial advisor
Offers are invited for entering into a Consultancy Agreement, in accordance with the Conditions of this Request for Offer, for a Project Director (Category 1) and/or a Commercial and Financial Advisor (Category 2).
The objectives of the Project Director is to lead the process and ensure all aspects of the comprehensive Value for Money (VFM) assessment are completed (Category 1). The objectives of the Commercial and Financial Advisor is to prepare the VFM Business Case (Category 2).
The scope of works to be undertaken in the development of the Business Case include, but not limited to the following: - Development of a project plan and budget; - Formation and management of a project team including representatives of QH System Policy and Performance Division, the Health Service and external advisors; - Procurement of external advisory support including health, commercial and legal advice. Execution of the project plan including liaison with external stakeholders, including Queensland Treasury and Department of Premier and Cabinet; -Development of a Business Case; - Presentation to the Board and SCUH Steering Committee for recommendation in May 2013; and - Presentation to CBRC by the Minister in June 2013.
