Road Alliance Valuation Project (RAVP) Cost Unit Rate Schedule development

1. Purpose and Objectives
The objective of this contract is to develop Road valuation Cost Unit Rate Schedules using the Road Alliance Valuation Project (RAVP) methodology for Queensland Parks and Wildlife Service (QPWS) roads.

2. Background
QPWS has more than 30,000km of roads which would cost over $1.5Billion to replace. A new valuation method for the QPWS road network is being developed using the RAVP. The RAVP is a joint project by the Local Government Association of Queensland (LGAQ) and the Roads and Transport Alliance of Queensland. QPWS is a member of the Road Alliance.
QPWS manages roads of a lower class than most of the RAVP partners. Work is required within the valuation methodology, to address the gaps that have not yet been considered by the Alliance. This work will generate new Cost Unit (Work Breakdown Structure - WBS) combinations.

3. Contract Scope
This arrangement will provide for the supply of expert advice to the Department of National Parks, Sport and Racing (NPSR) in the Roads Alliance Valuation Project (RAVP) methodology and development and review of cost unit rates and other RAVP related process and training.
