Develop a report and implementation plan (Panama TR4 incident response)
As part of the Panama TR4 response, a diagnostic test returned a false positive result. This test result together with other surveillance information resulted in the decision to quarantine a banana farm in Mareeba. It was subsequently demonstrated that this test result had been an error and the quarantine was rescinded.
In response to this false positive test result, the Minister for Agriculture and Fisheries requested that an independent review be conducted into the sampling and diagnostic process for TR4. Deloitte was engaged to conduct this assessment.
Biosecurity Queensland has determined that engaging a contractor to develop and provide an Implementation Plan would be the most cost effective and objective method to produce the Implementation Plan in the timeframe advised to the Minister.
