View Contract Details

The review is required because the current transitional arrangements are complicated, cumbersome not necessarily delivering the intended outcome (i.e. a simpler and more technical assessment of water and sewerage matters for a development).  As the transitional arrangements do not contain an end date this hybrid model could potentially continue on for many years.

The objectives of engaging an external contractor is to provide impartial advice to the State Government on the merits of the two options, and make a recommendation following stakeholder consultation and analysis of transitional arrangements.  The external contractor is expected to:
• review stakeholders issues and concerns with the current transitional arrangements for the connection approval framework;
• determine the practicality of (a) continuing with current framework or (b) moving  all water and sewerage matters that sit within the transtional arrangements to the new connection approval framework after a fixed date (option 2);
• identify potential implementation issues and solutions (where practical) likely if the transitional arrangements were to move to a new connection approval framework (option 2);
• identify any further steamlining opportunities of the two options that could be investigated by the Department that would bring about efficiencies to the DRs, industry and Government; and
• make a recommendation and ensure that it is practical for all stakeholders involved.
