The Department of Infrastructure, Local Government and Planning and Redland City Council have agreed to jointly undertake an independent review of the draft Redland City Council planning scheme to test the perceived balance and effectiveness of the draft planning scheme in managing growth and development, giving consideration to economic, liveability and sustainability outcomes and how well the draft planning scheme supports these outcomes.
In undertaking this review, the contractor is expected to undertake:
An economic impact assessment that will be uses as a public information study measuring the economic effects of provisions of the planning scheme policy and regulatory settings incorporating assessments on the following areas:
• employment and industry growth across all ANZSIC classified sectors of the local economy;
• analysis of the residential sector and the types of housing availability and affordability;
• commercial and industrial sector analysis and any impediments to development that may potentially be impacted by planning scheme influences (e.g. levels of assessment); and
• What effect the planning scheme policy and regulatory framework may have on the city’s centre network and any structural economic changes that may be occurring that will impact on how these centres will function into the future.
The assessments are to have regard to the Guide and to the principles contained in part C of the State Planning Policy. Consultation on draft findings is to be undertaken with the relevant department and council officers.
