Queensland Rail has a requirement for data that translates to information that provides business insight where this creates a solid foundation for sound decision making. Queensland Rail’s data landscape has not been prioritised historically which has reduced the confidence in data driven decision making, time-intensive reporting processes and a lack of high quality insights. While the business comprehends the benefits of quality data and the role it plays in decision making, strong data governance is crucial to gaining strategic insight. Queensland Rail needs to address the current organisational, technological, people and process issues associated with data governance and use.

During a recent workshop, several issues arose that are inhibiting Queensland Rail from utilising data effectively as an asset:

?h disparate systems – not allowing for easy aggregation

?h the absence of federated data

?h significant manual effort at all levels of data management, handling and reporting

?h a lack of confidence in data integrity due to the substantial amount of human intervention required in the reporting process

?h a culture where data is not valued as an asset

?h no transparency of data lineage

?h a lack of data governance.

The purpose of the project will be to optimise existing external and internal data and integrate it as a strategic non-depleting asset across the organisation. The first step will be developing a strategy definition and roadmap that will identify solutions and/or systems to deliver insights and reports to managers. Initially the consultants will identify a quick wins list where several initiatives can take place to improve data and information in the organisation for low cost and in a short time frame.

The Vendor will manage a project to deliver the required artefacts for the Enterprise Business Information Project. These artefacts should:

?h Enable the Enterprise Business Information (EBI) Project to move directly to Development Stage based on the key deliverables provided as outlined in section 2.1;

?h Determine the most appropriate timing and approach to the project that minimises impact on other projects and ICT support activities;

?h Produce -15% / +20% accuracy range estimates for detailed work packages
