The Consultant is to provide all quantity surveying services necessary to fulfil the requirements of the commission and is responsible for determining the extent of, and commissioning of any sub-consultancy services considered necessary to fulfil the requirements of the Project.
The following description of the roles, duties and responsibilities of the Consultant generally describe the services required to complete the Project. This listing is not necessarily an all-inclusive list. Fee adjustments will not be considered for the omission of professional services by the Consultant.
The Consultant’s primary role is to ensure that the Client’s financial interests in respect of this project are protected, it is delivered within budget and value-for-money is achieved. The Consultant will be responsible for determining the requirement for and the subsequent engagement of any required sub-consultancy services including but not limited to an Economist. It is anticipated that the Economist will provide financial modelling services associated with the development and updating of the detailed business case for submission at the relevant gates through the IMF process.
The Consultant will be responsible for the day to day management and the work of the Sub-consultants and manage the payment of the Sub-consultants.
Quantity surveying consultancy services will include for both the quality and quantity of professional work considered necessary to fulfil the requirements of the Terms of Reference including normally associated works not explicitly stated therein.
The scope of service includes:
- Cost benefit analysis;
- Cost planning;
- Tender assessment; and
- Contract cost management during construction.
The Consultant is to provide the Client, in a thorough, competent and professional manner and with all reasonable diligence and expedience, professional services for the delivery of the Project within the specified time, cost and quality parameters.
