Arts Queensland’s (AQ) as part of the Department of the Premier and Cabinet (DPC), seeks to engage a suitably experienced, qualified and resourced supplier for the provision of routine, periodical and additional commercial Cleaning, Waste Management, Hygiene Disposal and Pest Control (Bundled) Services at the AQ owned Cultural Precinct – South Bank, in addition to 12 Merivale Street, South Brisbane and two (2) properties in Fortitude Valley.

The Cultural Precinct is considered a prestigious infrastructure asset of international standard, and collectively showcases world renowned theatre performances, houses a number of public artworks/exhibitions and cultural assets, as such it must be maintained to a high standard of asset services in terms of presentation and a safe and healthy environment, whilst satisfying all statutory requirements (such as waste disposal compliance and safe pesticide usage).

Current arrangements are in place for individual category Services and these expire on 30 June 2016. The Customer anticipates executing a Contract for the bundled Services no later than 29 April 2016 to make provision for a minimum thirty (30) calendar day transition and mobilisation period (where required) for the current arrangements, with the new bundled Contract to commence 1 July 2016.
The Contract will be for an initial Contract term of three (3) years, and near completion of the initial Contract term should the Customer be satisfied with the Supplier’s performance, the Customer may at its sole discretion, invoke its option and invite the Supplier to extend the Contract for a further two (2) individual and consecutive periods of three (3) years to provide a total possible Contract term of no more than nine (9) years in total.

Arts Queensland has also developed a strategy with Queensland Museum (QM) (who are a key stakeholder of the AQ bundled Services). As part of this AQ Invitation Process, there is an additional specification incorporated for QM Hendra’s site for similar services.  Suppliers who submit offers must also incorporate response for that additional site. Refer to section 1.10 of the Invitation to Offer (ITO) document for full details.

Mandatory Requirements: The mandatory requirements of this Invitation Process are located in section 1.7 of the ITO document.  The most pressing is the Mandatory Industry Briefing (MIB).

Only those suppliers who meet the mandatory requirement of full MIB attendance (in addition to any other mandatory requirements) will be eligible to submit an offer.

Mandatory Industry Briefing: As noted in the previously released forward procurement schedule notification, the MIB will entail a four (4) full day total commitment from suppliers for Tuesday 17 - Friday 20 November 2015 (incorporating an initial full day briefing and three (3) full subsequent days of site inspections at South Brisbane, Fortitude Valley and Hendra). 

To meet this mandatory requirement of attending the MIB in full – suppliers will be required to have one (1) supplier representative attend for the full four (4) day MIB agenda, however their subcontractor’s (if any) will be allowed to attend just the session times applicable to their service category as scheduled in the agenda. These are critical agenda times which must be adhered to.

As noted previously, this will be the only opportunity to meet this requirement and there will be no further briefing and/or site inspection opportunities provided (due to scheduling with many stakeholders and to ensure tender timeframes are met).  Full MIB details are located in section 1.6 of the ITO document.

This is a significant tendering opportunity for bundled Services only. As such, the Customer will not consider or accept part offers for this invitation. Where a supplier cannot provide all Services but is interested in the opportunity, it is anticipated they will likely partner with other suppliers, however, it is expected that one (1) entity only will take the role of the primary Supplier.  It will be that Supplier entity which needs to register for, and ensure their key representative attends all aspects of the MIB schedule.

IMPORTANT registration information: Suppliers are required to thoroughly review all the tender documents prior to registering for the MIB to ensure:
•  they have the required capacity and capability to appropriately resource the complex requirements of this tender; and
•  can comply with the MIB and site inspection requirements which will limited to two (2) representatives only at any one (1) time during the scheduled activities, one (1) of which must be from the offering Supplier entity at all times.

The Corporate Administration Agency (CAA) is managing this tender process on behalf of CAA. We request that interested Suppliers register their details promptly via the method indicated section 1.6.1 of the ITO, which also clarifies the information Suppliers must provide as part of their MIB registration.

Due to the limited space and special site access requirements, upon receipt of registration details, CAA will forward a request for confirmation of the dot points above, to ensure only Suppliers with the capacity and capability to fulfil the requirements of this tender are registered.
