Priority port of Townsville - risk assessment

The purpose of the consultancy is to prepare a risk assessment report to inform the environmental management framework (EMF) component of the master plan for the priority port of Townsville.

The successful supplier will be required to identify and map all environmental values (EVs) as required under section 8(1)(c)(i) of the Sustainable Ports Development Act 2015 (Ports Act) within and surrounding the proposed study area including marine and terrestrial areas, using information presented in the Priority Port of Townsville Master Plan Evidence Base Report, Advisian, 2 December 2016.

The risk assessment, conducted against the identified EVs, will be based on growth scenarios provided for the study area and will need to consider port precincts identified in the Port of Townsville Evidence Base Report.  The risk assessment methodology to be used for the risk assessment report will be provided by the Department of State Development. 

The risk assessment report will require the identification of existing environmental management mechanisms (local, state and commonwealth environmental permit/approval/licensing requirements, as well as any voluntary arrangements) to manage identified impacts on EVs, as well as the identification of any gaps/conflicts/ inconsistencies in environmental management approaches.

It is expected that the report will include findings and suggestions to inform the development of preliminary priority management measures (PMMs) as required under the Ports Act (section 8(1)(c)(iii).

The successful supplier will be required to conduct targeted workshops with an agreed range of agency and non-government stakeholders, to identify and test issues as they arise during the preparation of the risk assessment and provide findings and suggestions to inform the development of preliminary PMMs.

The supplier will also be required to determine which EVs identified in the Priority Port of Townsville Master Plan Evidence Base Report, Advisian, 2 December 2016 for the proposed Townsville port master planned area, contribute to the local expression of Outstanding Universal Value of the Great Barrier Reef World Heritage Area, using the methodology provided by the Department of State Development. This determination is to be based on the EVs identified in the Evidence Base Report, however if there are omissions or gaps in the EBR then these will need to be identified and described.
