Objectives

The project scope for the evaluation of the delivery of the ecoBiz sustainability and eco-efficiency programs to Queensland small to medium enterprises (SMEs) includes the following objectives:

1. Assess whether the delivery of the CCIQ ecoBiz program has achieved its stated objectives (as outlined in Summary and Background);
2. Identify whether or not the CCIQ ecoBiz program was delivered efficiently and effectively;
3. Evaluate the economic and environmental outcomes delivered through the CCIQ ecoBiz program;
4. Conduct a benefit-cost economic analysis for the CCIQ ecoBiz program, including the Department’s investment;
5. Analyse the costs*/benefits to the SMEs engaged in the CCIQ ecoBiz program;
6. Identify any impedance encountered by SMEs accessing the CCIQ ecoBiz program;
7. Evaluate the benefits or challenges to the Department, CCIQ and partners, existing registered ecoBiz SMEs of continuation or cessation of the Program
   
   * Note – CCIQ ecoBiz and all touch points of the program are provided free to SMEs. Costs to SMEs include, but are not limited to:

• Financial investment for upgrades and changes to a business’s services, equipment or facilities i.e. new air-conditioning unit and
• Resource investment for the business’s staff (including owner/Directors) time to engage in the ecoBiz program, including any time, training, travel etc.
