Cook Dam, located on Springvale Station, was constructed by a previous property owner to impound overland flow as well as flood-waters harvested from the East Normanby River. A storage volume of about 1000 Megalitres (ML) was envisaged at the proposed site. The dam was subject to an incomplete Development Approval process when the State purchased the property. Noting that Cook Dam is currently non-compliant and poses no benefit to the State, the decision was made by the Director-General to decommission the dam to manage potential risk of dam failure.
To safely achieve decommissioning of Cook Dam, a Decommission Strategy is required to be developed by a suitably qualified engineer. The strategy will require the Successful Offeror to attend site to assess the condition and stability of the dam wall embankment then draft a decommission methodology, with a focus on sediment containment, to breach the dam wall. The dam will be free of water when this action occurs – it is currently being pumped out.
Given the scale of the dam wall, EHP has specified a ‘notch and release’ methodology be adopted (this is in line with a precedent methodology applied by NPSR on protected area estate – Butchers Creek Dam). This methodology requires only small portions of the wall to be removed as opposed to more substantial earthworks.
The Decommission Strategy is to be finalised within 6 weeks of contract award – proposed for 31 July 2017 dependent on when the RfQ goes to market.
An existing supply arrangement (SOA No. DSD-3799-16) has been used to identify suitable suppliers.
