The Department of Natural Resources and Mines requires an initialisation consultancy required to understand the ‘how’, being the legislative framework that would be required to streamline exploration approvals. The ‘where’ (i.e. identification of frontier areas of the state likely to have high prospectivity and low water, land and vegetation consequences) would be subject to a separate analysis. This initialisation consultancy to understand the ‘how’ will:
• identify options for a preferred legislative framework to enable strategic assessments of resource activities in Queensland. Where relevant, identify flow-on and consequential changes to existing legal processes that may be required to deliver any new strategic assessment provisions.
• in identifying options, the pros and cons of other existing systems in Australia will be considered (e.g. NSW, WA and the Commonwealth).
• undertake an assessment of the potential benefits and risks of the different options for Queensland and identify which option may best suit Queensland’s needs.
• prepare a brief paper presenting the outcomes of this work and a set of findings. Work closely with DNRM in drafting this paper and arriving at a preferred option.
