Understanding and demonstrating the benefits of a Queensland Indigenous Procurement Policy

To identify the potential benefits for Queensland Indigenous businesses of procuring with the Queensland Government. 

The Supplier will:
• engage with a representative sample of Indigenous businesses to conduct qualitative and quantitative research to identify and measure the benefits for Indigenous business derived from procuring with Queensland Government during the 2015/16 financial year;
• The qualitative and quantitative research will have a specific focus on identifying employment outcomes, including for example, determine the impact of procurement on full time equivalent employment outcomes, and the methodology for estimating this, and will identify any wider economic or non-economic benefits for Indigenous businesses and Aboriginal and Torres Strait Islander peoples. Benefits for government, and the broader Queensland economy should also be considered;
• make recommendations for an evaluation methodology to support an Indigenous procurement policy, including what success looks like and the indicators of success;
• make findings and recommendations about what data to collect to support the evaluation methodology and capture benefits of Indigenous procurement on an ongoing basis; and
• provide a report on the above by 31 December 2017.
