EHP must ensure that direct engagement with major stakeholders such as local Members of Parliament, local councils, business and recreational / environmental / community / not-for-profit groups on a state-wide basis is undertaken to ensure  they receive information and are motivated to prepare ahead of the 1 July 2018 commencement of the Container Refund Scheme and the lightweight plastic shopping bag ban.
EHP requires targeted comprehensive materials and marketing collateral to be developed and the delivery of these materials in a manner that specifically meets the needs of stakeholders who are vital in delivering both of these initiatives. A high level of stakeholder understanding of their responsibilities and obligations will directly impact on the success of the implementation and ongoing delivery of these scheme.
Consumer confidence in the scheme and the ban will be determined by the capacity of small business and other industry participants in delivering elements and complying with the initiatives.
In disseminating information about participating in these initiatives, EHP must rely on a third party that will be able to leverage existing community and industry networks which cannot easily be recreated by the department, particularly within such a short timeframe.
