Reef Water Quality Evaluation Framework
The Office of the Great Barrier Reef (OGBR) within the Queensland Department of Environment and Heritage Protection is seeking to develop a program evaluation framework to guide the delivery and investment of the Queensland Reef Water Quality Program (the program).
The key element of the work will involve developing a Queensland Great Barrier Reef Water Quality Program Evaluation Framework, and conduct an annual review of the program (over three years) to:
• evaluate how effective current governance and program management (including investment alignment to key priorities) measures are in delivering the program
• evaluate how effective the program has been in delivering projects to meet the program’s objectives as identified in the program logic
• identify criteria and evaluation mechanisms that should be incorporated into projects within the program, to track overall program effectiveness
• link the program evaluation to monitoring and evaluation approaches in place for the Paddock to Reef Program
• consider how to evaluate the human dimensions and social and economic assessment components of the Reef Water Quality Protection Plan
• ensure complementarity of other evaluation approaches from the Australian Government for Reef water quality improvement (eg. Reef Trust)
• propose timeframes for the delivery of this project
• identify the evaluation mechanisms best suited to this program
• undertake an annual evaluation.
