Telephony, Paging, Messaging and Unified Communications (TPM-UC) services.

Queensland Health are seeking the services of a Prime Contractor for an integrated Telephony, Paging and Messaging (TPM) and Unified Communications (UC) service (collectively TPM-UC) covering many Queensland Health facilities across the State.

Services that may be within the scope of this procurement include:

  • Private Branch exchange (PBXs),
  • Internet Protocol (IP) telephony systems,
  • Paging and messaging systems,
  • all directory management services for TPM-UC Services (Example: Omnivista and Intellidesk),
  • LAN/WLAN maintenance (GCUH & LCCH)
  • TPM-UC desk phones, DECT and Wi-Fi phones, pagers and messaging devices,
  • asset tracking and duress devices (where applicable i.e. under current contracts),
  • TPM-UC software services,
  • switchboard consoles,
  • Internal PBX batteries, and
  • UPS batteries as applicable under the current contracts
  • Interfaces of all Telephony, paging and messaging systems to other systems and services.

The key activities within the TPM-UC service that are in scope include:

  • provision of new end devices and end device support
  • moves, adds and changes (MACs) and incident response (Site specific depending on support arrangements)
  • incident support
  • hardware and software maintenance (Site and current contract dependant)

The following items that are not in-scope for this procurement include:

  • Info Service Centre (ISC) for level 1 incident management. eHealth Queensland currently operate a 24/7 user support desk providing incident logging, triage and escalation,
  • Telecommunications Facilities Management (TFM) service desk,
  • voice carriage services,
  • Internet carriage services,
  • mobile phone and satellite phones,
  • smart devices such as tablets, and
  • network and data services.

It is anticipated the Prime Contractor will ‘take over the service as is’ and also and develop a future state strategy and ‘roadmap’ for potential improved IP telephony and unified communications as an option for consideration with the intent of reducing costs and improving services over time. It includes all elements involved in planning the transition that will enable Queensland Health to:

  • meet the specified requirements and delivery constraints of the TPM-UC Delivery Team as well as the needs of Queensland Health more generally,
  • reduce costs and improve the quality of TPM-UC services,
  • consolidate existing contracts to improve support to QLD TPM-UC services,
  • provide future state strategy and roadmap solutions for contemporary services that improve healthcare to Queenslanders, and
  • consolidating these TPM-UC services into a single arrangement.

This presents a strategy that is supported by the needs and demands of Queensland Health and the Queensland Government as well as the current market that will facilitate the delivery of a contemporary TPM-UC service for Queensland Health.

The ITO respondents will need to be Queensland Government GITC v5.03 accredited, responsible for the delivery of telecommunication maintenance services across many Qld Health locations across the state, and have extensive experience in providing similar telecommunications services to large, complex and geographically diverse organisations.
