The Department of Communities, Child Safety and Disability Services requires therapeutically responsive non-family based out of home care (Service Type T209 as defined in the Child Protection Placement Services – Investment Specification) ) for 8 young people aged 12 to under 18 years (with complex or extreme levels of support needs (U2307) as defined in the Practice resource- Support levels and behaviours characteristics.

This department is seeking quotes from providers for supply of residential services that will provide day to day direct non-family based, therapeutically responsive care for small groups (2) vulnerable children or young people in one residential property. The department may select one or multiple providers to enter into contract with to obtain sufficient placement capacity for 8 young people.

The service model delivered will be within the scope of the DCCSDS0185 supply panel purpose and departmentally agreed models with the following features -

• Provision of a warm homely care environment
• Provision of therapeutically responsive service delivery model
• Provision of an on call and after hours response
• Ability to accept referrals within 24 hours
• Ability to support young people’s transition into new care arrangements (step up or step down as required)
• Ability to accept all child protection order types including Care Agreements
• Ability to respond to children of all genders, identities and abilities.
• Ability to respond to the needs of children in the placement 24/7 (eg: If not attending school, suspended, missing, etc)

The department may end, suspend or hold a placement for a young person (for example when a young person is in detention, hospital, missing, or other similar circumstances).

The supplier will need to source properties to deliver the service, and will be responsible for all costs associated (ongoing maintenance, repairs, rates, utilities, etc). The supplier will need to proactively manage neighbourhood concerns which may arise during the delivery of the service.

The young people requiring placement will primarily be drawn from the Townsville, Thuringowa and Aitkenvale Child Safety Service Centre Catchments. The residential service is required to be delivered in the Townsville region (located within either the Townsville, Thuringowa or Aitkenvale Child Safety Service Centre Geographic Catchment).

The Department is seeking a supplier able to commence as soon as possible.
