The Policy Management Project is developing and implementing a new policy management framework for all operational policies and procedures to ensure a consistent user experience for all end users (internal and external) of departmental policies and procedures. It is envisaged that the redesigned register will provide a contemporary approach to store, search, navigate and access departmental policies and procedures.  The register will become the central point of truth for all departmental policies and procedures.

There are 2 key components to the solution structure;
a) Rules Engine product – this product will be supplied by an external vendor. This product has been specifically designed to complement existing content management systems (CMS), such as SharePoint. It specifically addresses the known functional deficiencies with those CMS systems. For example, this product provides the ability to:
• automatically convert content from MS Office products such as Word into HTML format.
• automatically apply the required format of the content as part of the above conversion.
• have a highly configurable, advanced and easy to use content search functionality.
• integrates with other systems such as TRIM and SharePoint.
The product would be hosted by DET in a cloud based environment and supported by the vendor.

b) SharePoint (or similar platform)
In order to progress this solution there is a considerable reliance upon SharePoint (or similar platform). This includes:
• Configuration of SharePoint (or similar product) to deliver the functional and non-functional business requirements listed below.
• Integration of SharePoint (or similar product) and the ‘Rules Engine’ product.
• Any assistance required to DET ITB to upgrade from SharePoint 2010 to SharePoint 2013 (should SharePoint be the selected platform).  Please also note the only acceptable SharePoint version is 2013.
The objective of this RFQ is to identify a suitable vendor to provide the above work to SharePoint (or similar platform).
