Queensland Health is seeking proposals for an end-to-end telecommunications bill consolidation, management and reporting services platform, with a multi user dashboard, that will enable reconciliation of supplier billing data to local departmental and Hospital and Health Services (HHS) cost centre levels and reporting to multiple levels of management. The Customer seeks a single point of contact for all Telecommunications Bill Management issues.

QH requires the following Managed Service provision;

a) an end to end telecommunications bill consolidation and management and reporting services platform that will enable reconcilliation of supplier billing data to local departmental and HHS cost centre levels and reporting to multiple levels of management;

b) a multi-user dashboard style presentation system that will allow pre-agreed reports to be displayed, but also have the flexibility for QH and HHS's to prepare and display their own reports.

The proposed solution should be flexible, scalable and capable of:

a) Receiving and registering monthly invoices from multiple external and Internal suppliers in multiple different electronic formats as well as the capability for manual input of paper invoices;
b) Producing a monthly consolidated bill report of all suppliers for the whole of QH separated to cost centre level to at least six sub-levels of reporting;
c) Providing secure on-line access to a range of ‘standard’ pre-defined reports, together with the capability to allow QH to build new reports or produce ad hoc reports on demand suitable for executive level reporting;
d) Streamlining and standardising business practices for the collection, reporting and presentation, via a dashboard style interface, of periodic telecommunications services expenditure and network capacity/service numbers that enable smart management decisions to be implemented;
e) Providing a billing inventory management system to hold all maintained telecommunications services to facilitate verification of invoiced services, including the provision of monthly inventory reports highlighting all changes to the inventory from the previous month; and
f) Providing an on-line and/or client reporting system to enable all HHS and Departments to account for all telecommunication products and services (configuration items) billed by either internal or external suppliers on a monthly basis within set timeframes. Provision of any on-line and/or client reporting system must conform to QH standards.
