This Request for Quote seeks proposals from Aboriginal and Torres Strait Islander community controlled suppliers for the delivery of 53 Aboriginal and Torres Strait Islander Foster and Kinship Care placements for Aboriginal and Torres Strait Islander children in the Moreton Bay area.

This procurement activity is in line with the strategic intent and priority of the Department of Child Safety, Youth and Women to enable children and young people in care, to thrive in a culturally relevant placement and transition successfully to adult life.

Foster and Kinship Care are forms of family-based care for children and young people who can’t live at home because they have experienced sexual, physical or emotional abuse or neglect, or are at risk of experiencing one of these forms of harm, or cannot live at home for some other reason.

Kinship carers are approved by Child Safety Services to deliver care in their own homes for a child or young person who is a relative, family member, close friend, or member of their community.  For Aboriginal and Torres Strait Islander children, a kinship carer may be an Indigenous person who is a member of a similar family group, community clan, tribe or community that is similar to the child’s clan, or from the same language group.

Recommendation 11.6 of the Carmody Inquiry supports this process in that it indicated that the department should fund an Aboriginal and Torres Strait Islander Child and Family Services program in Queensland to integrate the programs of:
• Aboriginal and Torres Strait Islander Family Support,
• Family intervention,
• Targeted Family Support Services,
• Foster and Kinship Care Services and
• Recognised Entity

Recommendation 11.6 further recommends that these services be affiliated with Aboriginal community controlled services or with an alternative, well-functioning Aboriginal and Torres Strait Islander or mainstream provider.

The importance of community controlled, placed based services is strongly endorsed by the Cultural Capability Framework (Respectfully Journey Together). The department is committed to ensuring this Foster and Kinship Care service is delivered by an Aboriginal and Torres Strait Islander community controlled organisation.
