Fuel Price Reporting Trial Model Development

Requirements and deliverables
The Supplier is to undertake the following activities and deliverables to support the Fuel Price Reporting project and help inform the Queensland Government’s decision making regards regarding:

1. Engage with stakeholders (direct or representative body) involved in providing (e.g. fuel retailers or agent), aggregating (e.g. government or third party), validating (e.g. government or third party) and publishing (e.g. government or commercial provider) fuel price data in Australia. This will include at a minimum the following organisations:

a. Fuel Price Reporting Working Group members representing fuel retailers
i. ACAPMA
ii. AIP
iii. RACQ (N.B. Queensland based)
b. New South Wales Government
c. A selection of fuel retailers
d. Informed Sources (N.B. Queensland based)
e. OPIS (Oil Price Information Service)
f. Gas Buddy
g. Fueltrac (N.B. Queensland based)

The Supplier should consider appropriate methods of gaining information from these stakeholders and discuss these with DNRME at project initiation e.g. methods could include in-person vs Skype discussions, the need for site visits, surveys or questionnaires on technical issues or other alternatives.

2. Engage with existing jurisdictions (predominantly New South Wales) that have implemented fuel price reporting to determine technology utilised, related governance mechanisms and specifically learnings from their experience on how information is exchanged between fuel retailers, data aggregators and publishers.

3. Identify and engage with other stakeholders (as approved by DNRME) in Australia or internationally where insights obtained may help inform deliverables for this project.

4. Establish how fuel price information is exchanged between fuel retailers, data aggregators, data validators and fuel data publishers, including:

a. Technologies used to facilitate information exchange
b. Technologies or data source that could be used to validate information exchange, including the use of data from primary and secondary sources
c. Technologies used to disseminate information (publish)
d. The format of data aggregation and publication and rationale for that format
e. The frequency and parameters of information and data transfer
f. Identifying and mapping related technical, governance and validation specifications
g. The steps taken by each stakeholder, including timeframes, when transferring, aggregating or publishing data, including data verification if applicable

The Supplier will be required to deliver a report to the standard acceptable to the Queensland Government that may inform an invitation to offer (procurement process) where the Queensland Government may select a party/parties to deliver the Fuel Price Monitoring implementation solution and more broadly the Queensland Government’s related policy intent.
The report will need to include:
a. Data collection, aggregation, validation and publishing formats currently utilised
b. Data collection, aggregation, validation and distribution frameworks and formats that could be utilised by Queensland that would allow the aggregation and publishing of fuel price data (including by existing publishers) in Queensland within the project deadline.
c. Technical specifications required for data to feed in from fuel retailers
d. Technical specifications required for data to feed to fuel price data publishers (for end use of motorists)
e. Scoping the role of an aggregator (including technical specifications) that will inform an invitation to offer should the Queensland Government chose this approach and embark on a procurement process.
f. How Queensland can maximise the ability of existing data streams/ data provision arrangements to potentially feed into an aggregation service.
The supplier is required to undertake any related project work as directed by the Department of Natural Resources, Mines and Energy.
The above activities are to be conducted at an agreed daily rate.

Timeframes
The department seeks the supplier to commence its assignment with a briefing session to be held at the Department of Natural Resources, Mines and Energy week commencing 9 July.
At a minimum the Queensland Government seeks to complete a significant proportion of the scope activities (1 - 4) during July with the report to be delivered by late July / early August 2018.
It is envisaged however that the department may engage the supplier for additional related project work throughout the life of the term of the agreement (July 2018 – June 2019).
