Following Severe Tropical Cyclone Debbie (STC Debbie), a total of $2.1 million was made available under Natural Disaster Relief and Recovery Arrangements (NDRRA) for Exceptional Circumstances (Category D) Funding for Industry Recovery Officers to target primary producers and support small businesses in the heavily impacted local government areas: Central Highlands; Gold Coast; Isaac; Livingstone; Logan City; Mackay; Scenic Rim; Whitsunday; Woorabinda; and parts of Lockyer Valley.
Industry Recovery Officers were to provide recovery information and support to primary producers and small businesses and provision was made for the evaluation of the program.
In September/October 2017, DAF contracted QFF, RAPAD and RSQ to provide Industry Recovery Officers and Financial Councillors through an agricultural recovery and resilience package to help primary producers directly affected by Severe Tropical Cyclone Debbie.
DAF proposes to review and evaluate each of the TC Debbie Cat D Economic Recovery Package program components to assess the overall projects governance arrangements, the activities undertaken in the specified period, immediate outcomes of these activities and evidence that these activities have achieved the Projects goals and objectives. A professional contractor with demonstrated specialist program evaluation skills is required to undertake this work. The program evaluator will need to consult with the Cross Agency Steering Committee (Steering Committee) to ensure appropriate issues are considered.
