The Department of Agriculture and Fisheries (DAF), Biosecurity Queensland Control Centre (BQCC) requires the charter of a range of aircraft services, primarily for the National Red Imported Fire Ant Eradication Program (NRIFAEP) for delivery of tramp ant bait over an area of approximately 275,000 ha per year.  The treatment season is usually from September to May each year, however, this is dependent on the ground temperatures.  There may also be a requirement for aircraft to undertake Remote Sensing Surveillance (RSS) during the winter months.

It is anticipated that the initial contract term will be 3 years from date of contract execution, with 2 x up to 12 month extension options built in, taking into consideration the operational requirements of the Program, should it need to be exercised.

The Supplier must possess the following to perform the tasks required:

  • Public Liability insurance ($10M);
  • Workers’ Compensation insurance in accordance with the Workers’ Compensation and Rehabilitation Act 2003 (Qld);
  • Other insurance as required by industry regulations or law;
  • Supplier must hold CASA Aircraft Operator Certificate(AOC) for Domestic operation;
  • Adherence to all Civil Aviation Safety Authority (CASA) regulations as required;
  • Low-level operations permit and another other permits required for all operations;
  • Compliance with Workplace Health and Safety Act 2011; and
  • Compliance to mandatory specification requirements as:
    • Guaranteed availability of suitably licensed and experienced Ag rated pilots, support crew and aircraft to meet agreed schedules
    • Supply of support services, on-site fuel supply and spare parts to keep aircraft operational and meet agreed schedules

Key Performance Indicators / Service Levels; Completion of all relevant documentation pertaining to the flights and work undertaken; Daily pilot and loader briefings; Weekly aerial team meetings; Monthly review meetings between Supplier and Customer with both the Contract Manager and Operations representatives; and Pre-Season (treatment or surveillance) planning.
There are no contract milestones as the Supplier invoices the Customer for the number of aircraft hours used all inclusive.
