Background - The Wacol Warehouse Hub (WWH) project is a new Queensland Police Service (QPS) facility to be located at the Wacol Police Complex site. It was announced by the Honourable Jackie Trad MP (Deputy Premier, Treasurer and Minister for Aboriginal and Torres Strait Islander Partnerships) as part of the West Village development in West End. 
The current QPS warehouse facility located at Vulture Street, West End is the subject of an acquisition by the Department of Education and Training for expansion of the West End State School. Therefore, as an enabling project, the timeframe for the completion of construction of the WWH is critical.
Most of the current QPS warehouse facilities currently located at the Vulture Street West End site will be relocated to the new WWH site. The Project consists of a purpose-built warehouse to address the current operational needs of the QPS.  The project scope also includes the delivery of a gatehouse and boom gates to enhance and provide 24/7 site security at the Wacol Police Complex.
Major Projects and Property (MPP) are responsible for managing the design, procurement and construction of works associated with the WWH project, and associated capital works, on behalf of Public Safety Business Agency (PSBA) and QPS.

The Queensland Government is seeking Proposals for Wacol Warehouse Hub - Contractor to undertake the following works:

The current design team (GHD) have developed the Principal’s Project Requirements to provide a multifunctional facility and supporting infrastructure to service the current and future requirements of the QPS and PSBA at the Wacol Police Complex site. This has been achieved through workshops with QPS, PSBA and DSDMIP at both a strategic and operational level.

The project scope is to be delivered through the following separable portions:

1. Separable Portion 1 – Wacol Warehouse Hub: The QPS functions currently located at the West End Facility are to be transferred to a new, purpose-built facility to be known as the WWH.  
2. Separable Portion 2 – Wacol Gatehouse and Boom Gates: The WWH project scope will also include the delivery of a gatehouse and boom gates to enhance the site on Orford Drive, Wacol, and provide 24/7 site security at the Wacol Police Complex.

Pre Qualified Contractor (PQC) Requirements - The Architect nominated by the Contractor for the project designing and producing construction documents must be PQC Level 3 and have previous experience with the delivery of one or more of the following PQC categories:

• Warehouses
• Storage Depots, and/or
• Factories and Workshops.

The Structural Engineer, Civil Engineer, Hydraulic Engineer & Mechanical Engineer must be suitably registered under the Prequalification System (PQC) (PQC Level 3 or above).

Site Inspection
Tenderers are required to “fully inform themselves” of the existing site conditions and site inspections are recommended and expected by the tenderers. Tenderers are to arrange all site inspections with the Contact Officer (Section 1, Item 3). It is Tenderers’ responsibility to ensure personnel have the correct protective clothing during site inspections.
