The Queensland Government is seeking proposals with regards to provision of electronic clinical referrals management solutions.
The Specialist Outpatient Strategy was launched by the Queensland Minister for Health and Minister for Ambulance Services in September 2016. The strategy was developed to tackle specialist outpatient waiting lists and improve access to specialist services by 2020. The integrated Referral Management Solution (iRMS) program initiative has been defined to deliver key elements of this strategy, specifically:
Journey improvement 2: A state-wide services directory, where GPs will have access to an online state-wide directory of public hospital services to better inform and direct their referrals (separate procurement, not part of this Invitation to Offer (ITO)).
Journey improvement 3: Electronic referral management systems, where GP referrals will be submitted by secure electronic messaging to Queensland’s largest public hospitals. This will deliver smarter, more integrated patient referral tracking systems (this ITO)
This ITO is focussed on procuring a solution fulfilling the requirement for journey improvement 3. This requirement has been broken into two solution components:
1. An External eReferrals solution
2. An Internal eReferrals solution.
Suppliers may offer solutions for:
• Internal eReferrals only;
• External eReferrals only; or

This tender has been released just prior to the Christmas moratorium period for the following reasons:
1. The planned out-to-market time for this tender is 4 weeks. The closing date has been set 4 weeks from the 15th January 2018, being 12th February 2018. The period between 11th December and 12th January has been excluded from the out-to-market period; and
2. MSHHS felt it would be in the markets best interest to have notice of the tender and its content prior to Christmas to give plenty of advance notice for planning their resource allocation in January to respond.
