Keeping Us Together - Mothers on Remand Parenting Program

The department is looking for a supplier to implement a parenting program targeting mothers on remand at Brisbane Women’s, Numinbah and Helena Jones Correctional Centres. The Supplier will be expected to deliver the program across the three sites to match the varying demand of mothers on remand in each site. Funding under this initiative is available for service delivery between February 2019 and June 2021. A total of $300,000 (excluding GST) over three years is available under this program.

The following features should be evident in the service model:
• Utilise a program with a strong evidence base (such as Circles of Security) to ensure that the desired outcome of supporting and strengthening mother/child relationships is achieved.
• Have a strong focus on increasing women’s understanding of mother/child attachment, children’s emotional needs/cues (and how to respond to these needs) and building meaningful relationships with their children.
• Possess the ability for flexible service delivery in consideration of the transitory nature of the remand population (i.e. group and/or individual sessions as required).
• Work collaboratively with other services within the prison setting to access support such as counselling, case management and playgroup when required.
• Encourage help-seeking behaviours and facilitating women’s links with parenting supports in the community upon their release from prison.

The Supplier will be required to report on the number of services users, as well as the hours of service delivery and sessions attended by the women. In addition, there will be a range of measures that the Supplier will be required to report on to demonstrate the intended outcomes of the program are being achieved.

The Supplier will also be required to undertake an accreditation program in accordance with Queensland Corrective Services’ policies for external service providers.
