The Department of Agriculture and Fisheries (DAF) has a need to engage a social research organisation to undertake market research regarding how individuals respond to their biosecurity obligations, including in a biosecurity response.  The findings will guide policy decision making, messaging and engagement with empirical data that can predict how people are likely to respond, their sense of competency and empowerment to act, and to enable the development of more tailored and effective policy and project decision making.

1.  Develop and deliver a statistically valid baseline survey to measure the beliefs, attitudes, intentions and behaviours of stakeholders within the biosecurity system in Queensland using effective methodologies;

2.  Develop and deliver applied and statistically valid segmentation analysis of biosecurity stakeholders in Queensland (validating the DEFRA model - attached) using effective methodologies; and

3.  Analyse items 1 and 2 to provide a clear understanding of our stakeholders and their behavioural drivers to inform future decision making and engagement.
