Suppliers are asked to quote on the full scope of works in 3 separate stages:
Stage 1: Jurisdictional review
The Supplier is required to prepare a jurisdictional review paper detailing residential and commercial collection systems, both throughout Australia and internationally with the aim of informing future commercial and residential kerbside collection system considerations in Queensland.
Stage 2: Queensland collection systems analysis
The Supplier will identify the optimal residential and commercial kerbside collection system/s or systems for Queensland. A range of options will be provided based on both resource recovery and whole-of-life economic considerations. For each region within Queensland, the supplier will make clear and justified recommendations for organics recovery and source separation of dry recyclables from kerbside.
Stage 3: Collection systems analysis tool
The Supplier will develop a robust economic analysis tool which can be used by various organisations or groups of organisations to identify the optimal kerbside collection system for them. The tool should be developed based on the outcomes of stages 1 and 2 including the economic analysis, resource recovery rates and regional insight.
