The Biodiversity Systems Modernisation project aims to remediate, modernise and consolidate the State’s biodiversity information systems providing the capability to deliver data in a way that the business and customers can easily access and understand.  The project has recently replaced an in-house developed Oracle system (‘Herbrecs’) with an open source software product and is currently developing requirements for existing survey systems (Corveg, Qberd and Wildnet Lite) with the view to investigating options for an uplift in capabilities, whilst maintaining the integrity and availability flora taxonomy, bio-diversity and sightings information currently published via (‘Wildnet’).

Following the successful first tranche of the five-year Accelerating Science Delivery Innovation (ASDI) program, DES has approved the Tranche 2 funding request. This approval for Tranche 2 has enabled commencement of the next wave of critical ICT remediation and modernisation work to be completed over the next 18 months.

The Department of Environment and Science (DES) is seeking quotations from suppliers to: 

a.        Establish a Solution Implementation Partner relationship

Accordingly, ASDI is seeking a supplier to act as an implementation partner in progressing the Biodiversity Systems Modernisation, by providing expertise in solution architecture, solution design, system implementation and testing as legacy systems are replaced.  
The Supplier will be expected to meet the appropriate SFIA 7 Level 5 competencies.

b.       Commence an Initial Engagement for Solution Architecture Services

The initial engagement for solution architecture services will be onsite on time and materials basis, spanning May through December. Work will be delivered within the existing project team with ICT resources of an equivalent calibre and undertake skills transfer on an ad-hoc basis. 
 
The deliverables will introduce a framework that will support the delivery of sustainable solutions that meet the key business objectives of the business. The project team is responsible for all activities such as product selection and implementation, data migration to and configuration of new software product(s), decommissioning old system(s), etc. It is expected that the Solution Architect(s) will take ownership of all technical aspects of the solution and work with the project team to ensure the program vision is realised.

Please note: The initial engagement will be for approximately 7 months, onsite on time and materials basis, spanning June through December.

Additional Work Orders will be issued as additional deliverables are identified, to the existing project team with ICT resources of an equivalent calibre and undertake skills transfer on an ad-hoc basis.
