Evaluation of Evidence-Based Models

The Department of Child Safety, Youth and Women requires an external contractor or consortia to undertake an evaluation to examine the implementation and effectiveness of the FFT-CW and SafeCare models in Queensland.
The scope of the evaluation includes:

  • • Examining the implementation of the two models (What is working well? What are the key challenges? What are the key strengths, learnings and critical success factors for broader replication of each model?)
  • • Examining the effectiveness of the models in achieving intended outcomes.
  • • Determining how appropriate each model is for the Queensland context, including how each model can be adapted within its local service system to provide the most value to families and funders while still maintaining model fidelity and the original intent.
  • • Undertaking a cost analysis of the models.

Findings from this evaluation will be used to inform future investment decisions about the commissioning of evidence-based models in Queensland. An interim evaluation report is required by October 2019 and the final report is required by June 2020. Implementation learnings will also support continuous improvement in service delivery over the course of the trial.
