The Department of Environment and Science (DES) requires the services of a suitably qualified supplier to provide an assessment of an application submitted by a third-party to amend its environmental authority (EA) authorising the construction and operation of an additional 740 coal seam gas wells.  It has been predicted that the proposal could result in a decrease in groundwater levels a the alluvium of up to 57 metres.  DES wishes to engage the suitably qualified supplier to undertake an assessment of the application documentation, specifically the information pertaining to groundwater in the potentially impacted areas, in order to inform a decision on the application.

The Successful Supplier is to provide expert advice on the following:

1. Determine if sufficient information has been provided with the application to provide confidence that the third-party can develop a monitoring and mitigation plan which will result in no impact to groundwater dependent ecosystems (GDEs) as a result of the proposed additional 740 coal seam gas wells;
2. Based on the information provided with the application, propose indicators and trigger thresholds to define what would be considered an acceptable limit to ensure that there will be no impact to GDEs by the proposal;
3. Based on the information provided with the application, propose content requirements for a monitoring and mitigate management plan, which will ensure that there will be no impact on the GDEs as a result of the proposed expansion; and
4. Identify any information that is missing from that application material that is necessary to provide advice on the above points.
