| Purpose and Objectives
The purpose of Invitation to Offer (ITO) “QED 93122 SOA – Security Fencing” is to seek offers to establish a SOA consisting of a panel of suitably qualified and experienced organisations to demolish, remove and dispose of existing fencing and/or construct new fencing at educational facilities across the whole State of Queensland where a need is identified.
Scope
The Department’s objective is to ensure the protection and safety of all educational facilities in Queensland. This is achieved through the installation and/or upgrade of security fencing that addresses individual site requirements and adheres to prescribed standards and regulations under the SOA.
The Supplier(s) on the SOA will be required to demolish, remove and dispose of existing fencing and/ or construct new fencing at educational facilities that comply with the SOA specifications and requirements.
The SOA will focus on the following key objectives:
- Value for money – competitive rates and fees whilst ensuring adequate quality and responsiveness;
- Compliance with statutory and regulatory requirements, in particular workplace health and safety, environmental, lead and asbestos risks;
- Turnaround times – Suppliers are required to meet the turnaround times as notified by the Department;
- Responsiveness – to improve the Supplier's ability to plan activities, achieve targets and deliver services on time, within budget and to the requisite standard;
- Support industry capability development by encouraging the engagement of apprentices;
- Adequate coverage – ensure the SOA has adequate coverage to meet regional needs; and
- Regional participation – ensure opportunities to develop regional capacity and capability by supporting participation by local Suppliers in line with the Queensland Procurement Policy 2018.
PLEASE NOTE: Offers must be lodged at QTenders by closing time 2:00 pm (Qld Time) on Friday, 3 May 2019 as specified in the Invitation to Offer. Any offer not lodged or properly lodged via QTenders before the specified closing time and date may be rejected at the discretion of the Principal.
