Provision of Professional Service to identify landholder and then undertake Site Assessments Central Brigalow

Consult with DES targeted landholders (contacts to be provided) to manage expectations, establish good relationships and encourage participation in the Central Brigalow Offset Project.

Attend a departmental briefing workshop to understand tender requirements and summarise expectations.

Attend 3 landholder workshops (June/July 2019) in the Central Brigalow to enable targeted landholders to comprehend the tender process and to encourage participation in the expression of interest (EOI) stage of the project.

Undertake site assessments, following the DES & Queensland Herbarium approved BioCondition Lite methodology (Attachment 1), based on a cost per unit price for every interested landholder up to a maximum of 94 landholders with discounts based on participation rates. The Department does not guarantee that 94 landholders will have their properties assessed. It could be 0 up to 94 landholder properties.

Submit a shapefile of the proposed offset boundary, collate data from BioCondition Lite assessments using the Biocondition Lite template, provide copies of original data sheets and the landholder report to DES and the relevant landholder by 30 September, 2019. The landholder report must use the report template, containing an A4 map of the proposed offset area, table of offsetable target matters and site condition information, with photos based on the BioCondition Lite methodology. The templates will be provided electronically.

A final Program evaluation report must be submitted to DES by December 2019.  The Program evaluation report must include an overview of the number of landholders contacted, methods used, number of site visits, the advice provided and the outcome.  Recommendations for improvements for future rounds (e.g. in terms of process, communication, timeframes, landholder receptiveness etc.) must also be included in the report.

The site condition information will enable the Department to create a shortlist of offset site proposals for the next stage of the program.

The Price and Payment terms of this contract must include both an estimate of the combined cost of general landholder consultation, initial briefings, workshops, reporting and unit price for site assessments scaled for discounts based on number of site visits up to a maximum of 94 landholders.

All data and information must be securely stored in Australia and confidentiality maintained at all times, DES will provide a secure Sharepoint site for backing up all project data (shapefiles, photos and Biocondition Lite data).  The prior approval of the landholder and DES must be sought before release of any data or information collected through this Service.
