Independent Review of Unallocated State Land

The objective of the independent review mentioned is:

  • To furnish DNRME with an expert opinion on:
    • The compliance and strategic risks potentially arising from the current contamination status of the USL, and their impacts on adjacent properties and environmental phases;
    • Whether DNRME, the owner of the subsurface of the Road Reserve, is obliged to fulfil any Site Management Plan (SMP) requirement pertaining to the Road Reserve; and
    • The validity of site management options presented in the forthcoming HHERA report from technical, financial and social perspectives; and
    • Stakeholder consultation with R&F Property Australia and Council.

Based the foregoing, the scope of works with the intention of achieving the objective is:

  • Deliverable 1 - Preliminary advice on
    • Probable land use changes and relevant development in adjacent properties; and
    • Exposure scenarios responding to the changes mentioned above;
  • Deliverable 2 - An independent review of the draft HHERA report in conjunction with contaminated land investigation reports that have previously been reviewed by Lloyd Consulting;
  • Deliverable 3 - An independent opinion on the finalised HHERA report; and
  • Up to two 1 hour long meetings if required.

A list of reports currently available at DNRME is presented in section 2.1.  At the request of the Supplier, the Customer will provide any of these reports to assist the Supplier to complete the scope of works. 

If the Supplier considers it necessary to undertake an environmental sampling program at the USL, such a program must be undertaken in accordance with the EP Act and relevant guidelines and its outcome must be presented in the independent review report.
