Invitation to Submit a Tender

Re:   Active Learning Spaces (V00), Nathan campus and/or Gold Coast campus

You are invited to submit a Tender to carry out all works associated with the Active Learning Spaces (V00) at either the Nathan campus or the Gold Coast campus, Griffith University.

Tenderers may Tender for both sites and the University reserves the right to award the Contract for both spaces to one Tenderer ONLY if Tenderer proves it has the resource capacity to undertake works at both sites within the timeframe.

The Tenderer must submit separate Tenders for each site and identify the Site Supervisor for each site, otherwise, it may jeopardise its chances of winning any site. The tenderer must not rely on winning both sites to cover Overheads and Profit etc. in case it is awarded only one site.

The Tenderer must coordinate the installation of the Audio-Visual equipment and furniture with the supplier – these works will be ordered by the University. Any works referencing N72 will not be undertaken at this time and we note some architectural and/or engineering designs / specifications reference that building. N72 references are to be ignored.

Practical Completion of both sites is COB Friday 21 February 2020 (first lessons start Monday 24th February at 0800hrs).

The University is aware the operable walls for the Gold Coast site will not be ready for installation prior to PC and accepts a later installation, coordinated around timetabled classes. Temporary hoarding of the operable wall openings must be installed, finished and painted prior to PC and enable easy removal to install the operable walls without causing damage to the surrounds – make good of damage is at the Tenderers expense.

Tenders close at 1300hrs on Friday 13 December 2019 via the QTenders link associated with this project in accordance with the Conditions of Tender.  A Tender submitted late or by any other means than that nominated may not be accepted.

You are required to check that all Tender documents received match those listed on the accompanying Document Transmittal including document transmittals referencing drawings. Confirmation that you have received all the documents listed is to be provided to the Principal within three (3) business days of receipt by signing a copy of the Transmittal where provided and returning it to the Principal in accordance with the requirements of the General Conditions of Tendering.

If you are unable to submit at Tender for whatever reason, you are requested to notify the nominated Project Manager in writing stating the reason prior to the tender close date. This will assist me in preparing the tender evaluation, and will maintain your standing with the University as a potential tenderer for future works.

A site visit is Mandatory prior to submitting your Tender as the construction program is very tight and sufficiently resourcing and understanding these works is essential to successful delivery. No additional costs will be approved by the Superintendent or paid by the Principal due to any failure on your part to appreciate the extent of the project and its impact on adjacent buildings, facilities, Program, or to evaluate any constraints on access to/within the site of the works.

Site visit dates are scheduled as follows:

Nathan Campus - N29 building and N50 TER space - Wednesday 04 December at 0830hrs.

Gold Coast Campus - G01 & G30 building - Thursday 05 December at 0830hrs.

Please confirm who will attend the site visit with the Project Manager by 1500hrs Tuesday 03 December (a limit of 4 attendees). Meeting details will be sent out only to confirmed attendees.

The Tender shall be evaluated as follows;

  1. Criteria 1 – PQC Rating (10%)
    • Identify your PQC rating
  2. Criteria 2 – Previous University Experience (10%)
    • Identify previous experiences of delivering similar projects in a University environment.
  3. Criteria 3 – Detailed Construction Programme (20%) including the following
    • Identify key milestones including PC date 21 February 2020
    • Identify stages of the works
    • Identify Lead time items, and non-working times
    • Identify potential operable wall installation date (date is non-binding)
    • Identify the earliest possible access date for AV installation
    • Identify AV commissioning – one week required
    • Identify furniture installation – last week of project
  4. Criteria 4 – Experience and Expertise of the site team and subcontractors (20%)
    • Provide a list of all key personnel and a one-page CV.
    • Provide a list of subcontractors and a one-page CV of their key personnel and previous experience (CV not required for Griffith University preferred subcontractors)
  5. Criteria 5 – CommScope Certification (10%)
    • Provide evidence of Data & Telecommunication contractor CommScope Certification
  6. Price (30%)
    • Include price breakdown in Form of Tender Appendix 1

Documents to be lodged as part of the Tender submission shall comprise;

  • Form of Tender
  • Appendix 1 to the Form of Tender
  • Technical Schedules included in the Building Services specifications
  • Evaluation Criteria (Mandatory Requirements)
  • (any other information required e.g. list of proposed subcontractors)

Possession of site will be from the date of the Letter of Acceptance unless noted or agreed otherwise.

The successful contractor will be appointed as the Principal Contractor and will negotiate access to the site with the Superintendent and campus representatives. Access is to be maintained to all areas of the campus during construction.
