Plastic Pollution Plan

On 7 November 2019 the Department of Environment and Science (‘the department’) released the Plastic Pollution Reduction Plan (‘the Plastic Plan’). The top headline action within the Plastic Plan is to introduce enabling legislation in 2020 – subject to a Regulatory Impact Statement (RIS) – to ban the supply of specific plastic products, starting with straws (taking into account the disability needs of people), stirrers, plates and cutlery and, following further analysis, extend legislation to include coffee cups, other plastic cups and heavyweight plastic shopping bags.

A RIS is required to identify the case for government intervention and provide decision makers with the information they need to make an assessment of the benefits and costs of regulatory intervention on the affected stakeholders including business, community, employment, environment and the economy.

To meet government and legislative timeframes, a finalised Consultation RIS is required of the department by 17 January 2020 for Cabinet consideration and proposed release in early February 2020.

Assistance may also be required to facilitate consultation workshops or provide advice on a Decision RIS.
