Background
The Repeat Offender Education Program (ROEP) has been developed to support behaviour change in recidivist drink drivers. The course is approximately 12 hours in length spread over 6 weeks and is designed to be delivered in-person to small groups. At this stage, the ROEP curriculum, content, and some supporting materials have been drafted.

The Department of Transport and Main Roads (TMR) is seeking an independent consultant to provide a report and recommendations (informed by best-practice in adult learning principles) on how the draft curriculum and content of the ROEP and any ancillary supporting documents should be operationalised throughout Queensland.
The report and recommendations will inform the Invitation to Offer process for ROEP service providers, and is required by mid-May 2020.
The successful consultant will attend a briefing session on the ROEP covering the implementation timeline, projected participant numbers and current approach to delivery. This will include the opportunity to ask questions, and communication between TMR and the successful supplier will remain open throughout the contract period. Weekly progress reports will be provided by the successful consultant (in person at 61 Mary Street, Brisbane).
