Provision of Independent Review of Desalination investigations
The Queensland Water Commission (Commission) requires the services of a qualified Contractor to conduct an independent, external review of the Commission’s previous desalination investigation phases 1, 2 and 3A. The review is to revisit previous investigations and reports to confirm the suitability of the priority desalination sites in context of the reserve sites. The review is to also provide an understanding of any outstanding investigations required before commencing any further detailed investigations.
In particular, the assessment is to consider: • The Water Strategy and the desalination planning processes identified within it. • The changing drivers of water planning in recent years and if the criteria used to determine priority and reserve sites are still appropriate. • The assumptions used in the earlier phases and the validity of those assumptions for current planning. • The priority sites, taking into consideration the extent and capacity of the Water Grid to transfer water within SEQ. • Any significant data gaps in the assessments of phases 1, 2 and 3A. • The requirement for desalination to provide a drought and demand driven supply source.
In addition the assessment is to recommend (if necessary) further studies the Commission should consider before proceeding to Phase 3C investigations of the priority site. These studies are titled ‘key attribute studies’.
