This ITO outlines UQ’s business needs, objectives, context, scope, expected benefits and requirements. These may be adjusted if UQ determines additional factors relevant to its business needs, market capabilities and potential solutions.
In order to establish a new creative services model UQ is seeking to appoint both;
• Category 1: A single creative agency for major campaign work (estimated annual value between $500,000 and $2,000,000)
• Category 2: A diverse panel of creative and design suppliers to provide a wide range of small to medium scale creative and design services in response to a range of different non-campaign briefs
UQ‘s Marketing and Communication function has stewardship for brand, reputation and ensuring quality and performance standards for advertising. All work for category 1, for example, major campaign efforts such as our annual undergraduate recruitment campaigns, will have a structured briefing process and quality controls.
UQ is also seeking to establish a pre-approved supplier panel (category 2) to service UQ-wide creative and design requirements. These providers would provide overflow support to UQ’s internal creative and design team during periods of peak demand, such as publication design or for smaller and/or ad hoc specialist services that can not be provided internally, e.g., events activation. Panel members will be considered as an extension of the Marketing and Communication function. Briefs will be delivered via an integrated planning team who will match requirements and opportunities with the most appropriate panel member. All output from work would go through our brand and quality assurance process. Demand for services fluctuates and there is no minimum guarantee of work.
Suppliers should respond for either Category 1 OR Category 2 based on their credentials and experience and ability to service the respective category.

UQ has issued this ITO in order to establish a new creative services model designed to achieve the following objectives and benefits:
• Ensure access to creative thinking and innovative solutions that will support UQ to achieve its stated objectives
• Build an expanded and flexible creative service solution (mix of increased internal resourcing and diversity of external suppliers) that can adapt and respond to the diverse and changing needs of UQ’s marketing and communication community
• Provide greater access to cost effective creative services across major campaign work and small scale marketing and communication activit
