Queensland Rail invites expressions of interest for the Supply of TETRA Radios for Regional Rolling Stock.

Queensland Rail will only accept responses submitted in Ariba Sourcing.

For this Expression of Interest, Queensland Rail will provide the Preamble and Ariba Sourcing Supplier User Guide on QTenders for all Qtender registered companies to review. The Respondent will need to determine if they would like to proceed to access the Tender in Ariba Sourcing.

This Expression of Interest is an opportunity for industry participation in the supply of TETRA radios for for regional rolling stock. An evaluation panel will assess responses and recommend one or more suppliers of TETRA radios. Following the shortlisting, a request for tender will be completed. Non-participation in this Expression of Interest will affect a supplier’s ability to supply TETRA radios for the project.

The development and award of a contract for the supply of TETRA radios is dependent on the approval of a business case for the project to proceed.

Overview

Queensland Rail Travel network plays an important role in connecting regional Queensland and offers the largest and most comprehensive network of long distance and tourist trains in Australia. Queensland Rail's services extend along the Queensland coastline from Brisbane to Cairns and West to Charleville, Longreach and Mount Isa.

The Australian Communications and Media Authority (ACMA) has implemented changes to the 400 MHz band, requiring all Australian railways to relocate all operations radio communication to the dedicated Rail Industry Only (RIO) band, or another approved band. Queensland Rail’s target compliance date April 2023.

Queensland Rail’s regional rolling stock operate on the Aurizon network from Rocklands to Emerald and between Parana and Rocklands, and Kaili to Durraburra on the North Coast Line (NCL). Aurizon replaced their existing analogue train control radio in the Central Queensland Coal Network (CQCN) with TETRA digital radio system to meet the ACMA requirement. Aurizon has retained the analogue radio system on the NCL. Queensland Rail’s regional rolling stock operating from Rocklands to Emerald on the CQCN requires upgraded accordingly.

The regional rolling stock included in the scope of the project include:

  • L Series - 2 x L Series Staff Car Lounge (LSCL) and 3 x L Series Staff Car (LSC).
  • 19 Locomotives including all 1720s, 2400 and 2470s but excluding 5 x Kuranda Scenic Rail (KSR) 1720s and 2100s.
  • 2 x Electric Tilt Train (ETT) – two cabs per ETT require TETRA radios.
