Nursing and Midwifery Government Election Commitments GEC1544: Ratios Trial Evaluation

The Queensland Government is seeking Proposals for an evaluation of nurse-to-patient ratios and midwife-to-woman and baby ratios to inform policy as specified in Part B – Contract Details. It includes evaluating the impact of introducing nursing/midwifery ratios on the nurse/midwife experience, the patient and the organisation across four (4) clinical settings.
Depending on requirements these goods / services specifically include:
Undertake an independent evaluation of the expansion of nurse-to-patient ratios and midwife-to-woman and baby ratios for the purposes of informing future policy;
Evaluate the impact (having regard to appropriateness, utility, efficiency, effectiveness, value for money, sustainability and patient quality and safety metrics) of the nursing/midwifery ratio trials:
Overall; and in the four (4) clinical settings: (i) emergency departments, (ii) maternity wards; (iii) operating theatres; and (iv) prison health services;
At each of the participating eight (8) trial sites;
At the staff (nurse/midwife) level;
At the individual patient/woman level; and
At the Department level;
Meet the specific requirements and timeframes for trial assessment as set out in scope of works at Annexure 1, which also includes the provision of individual trial site reports (up to eight (8)); a Draft Report comprising overall program level evaluation; at the clinical setting level and for each individual trial site (31 July 2023) and a Final Evaluation Report (31 August 2023);
Undertake the scope of work within budget; and
Meet the tender’s mandatory requirements and requirements of the Queensland Procurement Policy.
