The Queensland Rail Travel network plays an important role in connecting regional Queensland and offers the largest and most comprehensive network of long-distance and tourist trains in Australia. Travel and Tourism operates eight different travel and tourism services across the state, each year carrying around 700,000 long-distance commuters and tourists seeking unique Australian rail experiences. Services extend along the Queensland coastline from Brisbane to Cairns and west to Charleville, Longreach and Mount Isa. The fleet includes outback services (Spirit of the Outback, The Inlander and The Westlander) coastal services (Spirit of Queensland, Rockhampton Tilt Train and Bundaberg Tilt Train) and tourist services (The Gulflander and Kuranda Scenic Railway).

The Queensland Rail 1720 Class Diesel Locomotive regional fleet is approaching their 8-year bogie overhaul service period, the first bogie overhaul is to commence in December 2022 with the final unit to be completed in November 2024.

This tender aims to establish a service agreement with a suitably qualified and skilled maintenance engineering supplier to act as the Principal Contractor and manage the complete bogie overhaul activity, commencing from the removal of the bogie from the locomotives through to bogie re-installation, for the 1720 Class bogie units. The 1720 Class Locomotive Bogie Overhaul program will be conducted as per Queensland Rail Scope of Works (SOW) RE-SOW-201613. The program includes the overhaul of several sub-components contained within the bogie; key works are as follows:

  • Disassemble the bogies, removing the necessary componentry.
  • Traction motor overhaul
  • Wheelset overhaul (Level 1)
  • Bogie frame overhaul
  • Brake cylinder overhaul
  • Spring inspection and replacement if required
  • Axlebox replacement
  • Sand box testing and repair if necessary
  • Re-assembly of the bogies

The Principal Contractor can propose to conduct the entire 1720 Class bogie overhaul in-house or have third-party Sub-Contractor/s undertake specific activities throughout the overhaul program.​ 1720 Class Locomotive bogie units have traction motors installed, these shall be overhauled as per Queensland Rail Scope of Works (SOW) RE-SOW-201603 EMD D29/CD36/D31 Traction Motor Overhaul. 1720 Class Locomotive wheelsets are to be overhauled as per Queensland Rail Scope of Works (SOW) RE-SOW-201911 Locomotive Wheelset Overhaul and Bogie Inspection Requirements. The program requires the overhaul of 14 bogie units, the rate of bogie conversion services will be limited to two bogies every month until program completion, however Tenderers are invited to submit alternate programs in addition to their conforming offer. Tenderers will be solely responsible for the management of the transportation services of the bogie units throughout the term of the program.

3. Tenderers are encouraged to carefully read all documentation available for download in the Ariba Sourcing system to ensure the tender submitted meets all Queensland Rail’s requirements. Queensland Rail will only accept tender responses submitted via the Ariba Sourcing system.
