The Queensland Rail Travel network plays an important role in connecting regional Queensland and offers the largest and most comprehensive network of long-distance and tourist trains in Australia. Travel and Tourism operates eight different travel and tourism services across the state, each year carrying around 700,000 long-distance commuters and tourists seeking unique Australian rail experiences. Services extend along the Queensland coastline from Brisbane to Cairns and west to Charleville, Longreach and Mount Isa. The fleet includes outback services (Spirit of the Outback, The Inlander and The Westlander) coastal services (Spirit of Queensland, Rockhampton Tilt Train and Bundaberg Tilt Train) and tourist services (The Gulflander and Kuranda Scenic Railway).

The Kuranda Scenic Railway operates two consists comprising historic 1720 Class Diesel Locomotives pulling heritage style coaches along one of the most unique railways in Australia. The service is conducted twice daily, it takes passengers on return journeys commencing at Cairns to the historic town of Kuranda through Far North Queensland's World Heritage listed rainforest. There are currently thirty-three wooden heritage coaches in-service, each coach contains two bogie units which will require overhaul every eight years, some bogie units are up to 100 years old and are a pressed steel frame.

Due to the age and unknown condition of the bogie units, Queensland Rail is proposing to manufacture new bogie frames to replace the existing frames which will provide long term benefits to the KSR service.

This tender aims to establish a service agreement with a suitably qualified and skilled maintenance engineering supplier to undertake the overhaul and conversion services of the Kuranda Scenic Railway bogie units.

The overhaul and conversion program will be conducted at the Tenderers specified facility and performed as per Rollingstock Engineering Scope of Work (SOW) RE-SOW-201912. The Tenderer will collect the bogie units from Queensland Rail via road transport. Each unit will be disassembled to an individual subcomponent level. The Tenderer will manufacture a new frame and re-assemble the bogie unit with new components as specific in the Scope of Work. The units will undergo compliance testing by the tenderer and receive certification by Queensland Rail before being returned to Queensland Rail via road transport. The program requires the overhaul and conversion of 68 bogie units to replace the current frames which are reaching their individual compliance expiry dates across three years from 2022.

It is expected that the rate of bogie conversion services will be limited to two bogies every month until program completion, however Tenderers are invited to submit alternate programs in addition to their conforming offer. Tenderers will be solely responsible for the management of the transportation services of the bogie units throughout the term of the program.

2. If the Tenderer elects to submit a tender response, they must do so by using the Ariba Sourcing system.

3. Tenderers are encouraged to carefully read all documentation available for download in the Ariba Sourcing system to ensure the tender submitted meets all Queensland Rail’s requirements. Queensland Rail will only accept tender responses submitted via the Ariba Sourcing system.

Tenderers are invited to attend a briefing session to allow Queensland Rail to outline the requirements. The session will be conducted via Microsoft Teams.
