Building Emergency Procedures and Fire Safety Advisory Services

The Queensland Government is seeking Proposals for the Provision of Building Emergency Procedures and Fire Safety Advisory Services.

Department of Energy and Public Works (DEPW) has recognised an opportunity to establish a contract with a suitably qualified supplier to manage building emergency procedures (BEP) and fire safety advisory services (FSA) compliance across agency-owned property portfolios. 

The required outcome is to find a suitable supplier that will provide the following services at a whole-of-Government (WoG) arrangement to provide government agencies with a consistent solution:

  • Develop and maintain building emergency procedures (BEP)
  • Provide fire safety advisory services (FSA)
  • Implement and maintain an online platform
  • Ensure compliance with the relevant legislation and standards.

BEP and FSA services are essential to ensure DEPW’s non-residential property portfolio meets the requirements of the Building Act 1975, Fire and Emergency Services Act 1990, Building Fire Safety Regulation 2008 and Work Health and Safety Regulation 2011, including that:

  • building occupants are safe in the event of a fire or emergency.
  • fire safety installations comply with relevant codes and standards.
  • a qualified fire safety adviser is appointed for high occupancy buildings.

Fire Safety Advisory Services

The Supplier will provide Fire Safety Advisory Services for each of the Serviced Buildings. The Supplier must:

  • be familiar with all aspects of building fire safety;
  • provide advice to the occupier of each Serviced Building to ensure that appropriate emergency planning has taken place; and
  • provide advice to the occupier of each Serviced Building that Fire Safety instruction has been carried out in accordance with relevant regulations.

Building Emergency Procedures

  • The Supplier will develop and maintain Building Emergency Procedures and Evacuation Signage for each Serviced Building in accordance with the relevant legislation and regulations including that listed above.
  • The Supplier will undertake any update to the Building Emergency Procedures necessitated by changes to relevant laws or standards or as required by the Emergency Planning Committee.
